Intellectual Property Specialist, Legal Compliance in technology & IP, Proficient in Blockchain & Artificial Intelligence Legalities
David Bahige Mutume is a skilled legal professional with extensive experience in intellectual property
law, compliance, and technology law. He holds a Bachelor of Law Degree (LLB) from the Uganda
Christian University, Mukono in Uganda (UCU) and a Postgraduate Diploma in Legal Practice from the
Law Development Center of Uganda (LDC).
Currently enrolled in the Institute for Legal Practice and Development, David is committed to advancing
his legal knowledge and skills. He holds a Master’s Degree in Intellectual Property (MIP) from Africa
University, Mutare in Zimbabwe (AU), where he was recognized on the Dean’s List for his research on
the Exploitation of Copyright through Non-Fungible Tokens (NFTs) in the digital environment of Kigali,
Rwanda.
David began his practice at Kampala Associated Advocates (KAA) in Uganda from 2019 to September
2023, working mainly in the IP Department on both litigation disputes and other corporate IP Rights
instructions such as applications, searches, oppositions and renewals. His experience later stretched out
to advisory and consultation services to industry regulators, including the National Information &
Technology Authority – Uganda (NITA-U) and the Ministry of ICT, focusing on policy and strategy
implementation. His work included conducting gap analyses of Uganda’s ICT sector regulatory
framework and fostering relationships with key officials.
David has a proven track record in compliance and legal advisory roles for major corporations, ensuring
adherence to laws and regulations for clients such as MTN and AYO Uganda. His responsibilities included
compliance risk assessments, developing policies, and conducting training on legal matters, particularly
concerning data privacy and protection.
Skills and Expertise
Legal Advisory: Extensive experience in corporate governance and compliance risk management,
particularly in the Technology, Media, and Telecommunications (TMT) sectors.
Research and Publications: Contributed to significant publications, including the TMT Practice Guide
2020, demonstrating a deep understanding of the intersection between law and emerging technologies
like AI, blockchain, Cloud Computing, Data Protection and Privacy, Big Data and Machine Learning.
Innovative Solutions: Developed a legal cost calculator prototype using JavaScript, showcased at the
Legal Tech Expo 2023, and engaged in discussions for implementation in law firms.
Technical Proficiency: Self-taught developer with skills in automation and data processing.
Networking and Collaboration: Established partnerships with international law firms and platforms,
emphasizing a proactive approach to global legal developments.
